What is a CoC?

A Continuum of Care (CoC) is a regional planning body created by HUD to coordinate services for people experiencing homelessness. Each region has its own CoC. Every CoC has:

• A lead agency that administers HUD funding
• A governing board
• An annual competition for HUD CoC Program funding
• A Point-in-Time count every January to measure homelessness
